Cities are required by State law to be neutral on ballot initiatives, like the recent sales tax increase that was on the 2014 ballot.
Our city paid it's communications director to write the "pro" statement in the Voters guide, and then incorporated a pro tax increase theme in all of it's city funded communications on the issue, including even the ballot language.
How is that remaining neutral?
